The agencies in the Fisheries Sector of Kerala are



Kerala Fishermen’s Welfare Fund Board (KFWFB)

Kerala Fishermen’s Welfare Fund Board (KFWFB) is a statutory board constituted by the Government of Kerala under the provisions of the Kerala Fisherman’s Welfare Fund Act 1985.

Its headquarters is at Thrissur. There are 3 regional offices at Thiruvananthapuram, Ernakulam, Kozhikode.

Organization

Activities are governed by a Board of Directors consisting of eight members.

  1. Secretary to Government in charge of Fisheries
  2. Director of Fisheries
  3. Managing Director Matsyafed
  4. Law Secretary or Nominee
  5. Representative of Finance Department
  6. Three representatives of fishermen
  7. Two representatives of allied workers

Government Nominates one of the members in its Chairman.  Fishermen Welfare Commissioner is the Chief Executive of the Board.

Schemes Implemented by the Board

21 Welfare schemes have been implemented for the benefit of fishermen who are the members of welfare fund.

(1)  Group Insurance

All registered fisherman of the State between the age group of 18 and 70 years are brought under this scheme.

Financial Assistance

Accidental death - Rs. 1,00,000
Missing                - Rs. 1,00,000
Permanent Total disability – Rs. 1,00,000
Permanent Partial disability – Rs. 50,000

(2) Reimbursement of Medical Expenses

Financial assistance up to Rs. 2000/- is given as hospitalization charges subject to 24 hrs admission as in-patient and production of original bills and details of accident duly certified by the Doctor.

(3) Death while Fishing or Immediately thereafter not due to Accident

The dependents of the fishermen who happen to die due to unexpected cause while fishing or immediately thereafter and those not eligible under the GIS are give an assistance of Rs, 20,000/-

(4)  Financial Assistance for the Marriage of Daughters of fishermen

Financial assistance @ Rs. 1500/- is paid for the marriage of all daughters of registered fishermen.

(5)  Old Age Pension Scheme

Registered fishermen who attains the age of 60 years and whose annual income is below Rs. 5000/- is granted a monthly pension of Rs. 120/-.

(6) Financial Assistance for the Death of Dependents

An assistance of Rs. 600/- is paid to the fishermen to meet expenses in connection with death of their dependents, towards funeral expenses.

(7) Financial Assistance for Temporary Disability due to Accident

An amount of Rs. 500/- paid to active fishermen who happen to face with temporary disabilities due to accidents & are unable to go for fishing not less than 7 days.

(8) Financial Assistance to the Dependents on Death of Fishermen

On the death of an active fisherman below 60 years, by any reason the dependents are paid an amount of Rs. 5000/-.  If there is no legal dependents the person who meets the funeral expenses is paid Rs. 1000/-

(9)  SSLC Cash Award and Scholarship

An amount of Rs. 5000/- is awarded to the student who secures the highest marks in the SSLC examination & Rs 3000/- to the student who secures the 2nd highest mark among fishermen community in the State level. Students who secure the highest marks in the district level are awarded Rs. 2000/-

A monthly stipend of Rs. 100/- is granted to Ist and IInd rank holders in the state level, if they are continuing their studies for 2 years.

(10) Family Welfare Schemes

Financial assistance of Rs. 500/- is given to the husband or wife of the fishermen family who undergo sterilization operation.

(11) Financial Assistance for treatment of Fatal Disease

Registered fishermen between the age group of 23 and 60 and who have renewed their membership for 5 years are eligible for an amount of Rs. 50,000/- for treatment of fatal diseases like Cancer, Heart diseases, Kidney diseases etc. A maximum amount of Rs. 12,000/- is given for paralysis and Rs. 5000/- for mental disorders.

(12) Chairman’s Relief Fund

This fund gives immediate relief to fishermen who become victims of unforeseen natural calamities and accidents.  An emergency financial relief upto Rs 2500/- is granted.

(13) Netrajyothi Scheme

Implemented in association with the State Health Department, Societies Working for eradication of blindness and other social voluntary organizations.  Main objectives of the scheme are to conduct eye camps, extending expert medical treatment and medical assistance to those affected with serious ophthalmic complaints, conducting cataract operations & supplying spectacles free of cost to deserving cases.

(14) Special cases sanctioned by Board

Financial assistance is also granted to some special cases which do not come under the purview of the above schemes & which are of humanitarian concern by the decision of board of Directors.

(15) Maternity Benefit Scheme

The wives of fishermen and the fisherwomen who are above 19 years are eligible for financial assistance of Rs. 500/- for each of the two live births for pre/post maternity care.

(16)  Cash Award for Higher Education

Cash Award of Rs. 5000/- and a merit certificate are given to the students of fishermen families who secure the highest marks in each group of higher secondary examination in State level. Cash Award of Rs. 3000/- and a merit certificate also given to fishermen students in each region of Board who secure the highest marks in Vocational Higher Secondary Education.

(17) Fishermen’s Guidance Centre

Selected Matsya Board guides are authorised to help fishermen to get up to date awareness of Welfare Schemes of the Board and they also help them to submit applications.  The educated women of fishermen family and disabled persons among the fishermen who know typing will be selected as guides.

(18) Awareness Campaigns / Extension Programme

Awareness programmes, regarding the various schemes implemented by Board, Fisheries Department & Matsyafed are conducted.

(19)“Sreshta Matsya thozhilali” Award

This scheme envisages to honour the senior citizens who worked in the field of fishing & lead a remarkable life with a honourable history.  A sum of Rs 10,001/- and “Ponnade” is given to the selected fishermen in each region of the Board.

(20) Widow Pension

The widow of Registered fishermen who died before getting at least one installment of Pension are eligible for a monthly pension of Rs 120/-.

(21) Assistance for handicapped & mentally retarded children

An assistance of Rs 5000/- is given for treatment of handicapped and mentally retarded children of fishermen.

Allied Workers Welfare Schemes

The allied workers are divided into 5 categories

1)      Beach Workers
2)      Small Scale fish distributors
3)      Fish Curers
4)      Peeling Workers
5)      Processing Workers

9 Schemes have been implemented so far.

(1) Group Accident Insurance Scheme

Financial assistance proposed to be granted under the scheme is Rs 1,00,000 for death and permanent total disability due to accident or unexpected causes & Rs 50,000/- for partial disability.

Insurance Coverage includes medi-claim of maximum Rs 2,000/- subject to hospitalization for 2 hours.

(2) Old age Pension

Allied workers who have completed 60 years of age are eligible for pension at Rs. 75/- month.

(3) Financial assistance to the dependents for the death of the allied workers

On the death of an allied worker who is not eligible for assistance by other scheme the dependents are given an amount of Rs. 5000/-.

(4) Maternity Benefit Scheme

An assistance of Rs. 750/- is granted to registered allied workers for their pre/post maternity care.

(5) SSLC Cash award

An amount of Rs. 5000 and Rs. 3000/- is awarded to children of allied workers who score !st and IInd highest mark in the State level. An amount of Rs. 2000/- awarded in the district level. Further the Ist & IInd rank holders in the state are given Rs. 100/- as pocket money for 1 year studies.

(6) Financial  Assistance for treatment

For the treatment of cancer, Heart disease & Kidney disease a maximum of Rs 25,000/-, Paralysis, Mental Patients maximum of Rs. 10,000/- and Rs 5,000/- granted to female allied workers for treatment of Uterine diseases.

(7) Assistance for Marriage

An amount of Rs. 1500/- given for the marriage of daughters of allied workers.

(8) Family welfare Scheme

Financial assistance of Rs. 500/- granted for family welfare of allied workers.

(9) Widow Pension

An amount of Rs. 75/- month as pension is granted to widows of allied workers

Source of Fund

2. KERALA STATE COOPERATIVE FEDERATION FOR FISHERIES DEVELOPMENT LIMITED (MATSYAFED)

Kerala State Cooperative Federation for Fisheries Development Limited (Matsyafed) is a two tier co-operative federation with 654 primary Fishermen’s Development Welfare Co-operative Societies- 340 in marine sector, 183 in the Inland sector & 131 Women’s Co-operatives.

Administration & management is vested with a Board of Directors having 23 members of whom 15 are elected from primary cooperatives 5 are official members & 3 non official members nominated by State. Chief Executive is the Managing Director appointed by Government. There are 10 District offices – 9 in coastal district & 1 in Inland district – Kottayam, headed by District Managers.

3. AGENCY FOR DEVELOPMENT OF AQUACULTURE, KERALA (ADAK)

The Agency for Development of Aquaculture, Kerala (ADAK) was established in 1989 as an autonomous agency to implement various aquaculture development activities. The head office is at Thiruvananthapuram and the Regional Offices are at Kannur, Alappuzha & Ernakulam. Brackish water farm at Poyya is presently managed by ADAK

4. FISHERIES RESOURCE MANAGEMENT SOCIETY (FIRMA)

Fisheries Resource Management Society (FIRMA) was established by the Government  in 1997 under the Literacy, Scientific & Charitable Societies Act 1955. It is and autonomous body for the development of fisheries sector in Kerala & to review & evaluate all fishery development management & conservation programmes under fisheries & build up appropriate contacts with other research & development agencies in the country.

Chief Executive of the society is the Executive Director with headquarters at Thiruvananthapuram  & Regional centre at Ernakulam

5. NATIONAL INSTITUTE OF FISHERIES ADMINISTRATION AND MANAGEMENT (NIFAM)

This National Institute under the Department of fisheries is meant for organising short term training programmes to fisheries officers, fishermen, fish farmers & social workers.



6. FISH FARMERS DEVELOPMENT AGENCY (FFDA)

A centrally sponsored scheme registered under charitable societies Act to promote fish training & to overcome constraints in respect of extension, training & financing of fresh water aqua culture development programmes. Chief Executive Officer is the District officer.

Organization

There is a Managing committee under the Chairmanship of District Panchayat President. District collector is the Executive Director. CEO heads the executive wing. Members include MP, MLA JD (Zonal) DDF, Executive Engineer (Minor Irrigation) District Panchayat Officer, Regional Manager, NABARD, Head bank officer & fish farmer representative.



7. BRACKISH WATER FISH FARMERS DEVELOPMENT AGENCY (BFFDA)

Brackish Water Fish Farmers Development Agencies are district level organizations with 50% assistance from Government of India, Registered under the charitable societies Act 6 BFFDA is have been set up in Kerala at Kollam, Alappuzha, Ernakulam, Thrissur, Kozhikode & Kannur.

Organization

The Managing Committee & the Executive Body constitutes the two wings of the agency. District Panchayat President is the Chairman of the Managing Committee and District Collector is the Executive Director. Members are Superintending Engineer HED, DDF, District Panchayat Officer, RDO, Prawn farmer representative and Representative of Commercial Banks. CEO is the convener. Managing committee is the supreme body. Executive wing is headed by CEO

Objectives

(A)         To popularize shrimp farming as can economic activity among the rural population & for creating more employment opportunities.

(B)          To provide a package of technical, financial & extension support to small & marginal farmers. For enabling them to undertake scientific prawn farming.

(c)       Effectively co-ordinate the activities of various departments/agencies involved in the development of prawn farming.

Specific objectives

(1) Survey & Identification of brackish water areas suitable for prawn culture
(2) Design & Construction of shrimp farms
(3) Imparting farming to farmers on scientific methods of shrimp farmers & shrimp hatchery operation
(4)  Providing requisite technical support for undertaking prawn culture
(5) Preparation of bankable projects for getting requisite financial support from commercial banks for the construction / renovation of prawn farms
(6) Arranging subsidy & financial assistance to farmers as per the norms of the agency
(7) Arranging supply of inputs such as seed feed etc for shrimp culture
(8)  Providing market information & arranging marketing of produce through exporters

Administration 

                    BFFDA has 2 wings the managing committee and the Executive Body. District Panchayat President is the Chairman of the Managing Committee and the District Collector is the Executive. Director. The members are Superintending Engineer – HED; Deputy Director of Fisheries District Panchayat Officer, Revenue Divisional Officers Representative of prawn farmers, Representative of Commercial Banks Chief Executive Offices is the Convenor. Managing committee is the supreme body & meets every 3 months to review the progress to take future policy decision.

                    The Executive wing is headed by the Chief Executive Officer.

Pattern of Assistance

1.        Subsidy for renovation/construction of farmers.

                For developing new areas for scientific prawn farming BFFDA extends subsidy @ 25% of the capital cost subject to a maximum of Rs 30,000/- per ha water area & the entire cost of inputs for the first crop.

2.        Subsidy for establishment of shrimp hatchery.

                To establishment prawn hatchery with a capacity of 2-5 million PL/annum. Assistance will be given to a maximum of Rs 1 lakh or @ 10% of capital investment which ever is less.

3.        Subsidy for semi-intensive prawn farming.

                For the construction of new ponds to under take semi-intensive prawn farming public sector enterprises/companies, corporations & private entrepreneurs will be given subsidy to a maximum of Rs. 30,000/ ha water area. Beneficiary is eligible to avail a subsidy at this rate for a maximum area of 10 ha at a time.

4.        Incentive for training  

                For imparting training in shrimp farming & shrimp hatchery operation stipend is given at the rate of Rs 25/- day/trainee for 2 months. Travelling allowance is limited to Rs 140/- per trainee for field trips.



8. HARBOUR ENGINEERING DEPARTMENT (HED)

The Harbour Engineering Department is a service department of the Department of Fisheries. It executes the construction activities for Department construction of fishing harbors, fish landing centers, building & ponds etc.

9. MARINE ENFORCEMENT (ME)

Marine Enforcement (ME) is under the control of Superintendent of Police. It is responsible for implementing Marine Fishing Regulation Act through five Fisheries stations at Vizhinjam, Neendakara, Vypeen, Beypore & Kannur.

1)      Maintain law & order in territorial waters & off shores
